In Michigan, if a non-custodial parent (a) fails to substantially comply with a support order (or, if no support order has entered, fails to provide substantial and regular support) and (b) fails to maintain a substantial parent-child relationship during the prior two years, that parent's parental rights may be terminated involuntarily so that an adoption may be completed.
